After the RussoJapanese War of Japans special representative in Washington had a meeting with Secretary of State Robert Lansing before whom he presented the guidelines of what would be a Monroe Doctrine for Asia. a privileged position in the Western Hemisphere especially in Mexico and Central America the Japanese government believed that its special interests in China and other countries such as Korea and Mongolia should be recognized and expressed concern about the influence andor interference by foreign powers in those areas.
In Roosevelt himself went so far as to express his support for a Russia Mobile Number List Monroe Doctrine in Asia and to accept the justification that Japan was defending the East from European incursions. Then two consecutive Secretaries of State William Jennings Bryan and Robert Lansing would officially recognize in and the existence of Japanese special interests in China particularly in the areas contiguous to its possessions.
